MPs ask plenty of questions about energy storage
In a written consultation, plenty of questions were raised by political parties about the added value of energy storage in response to grid problems in North Brabant and Limburg. The questions from the various groups can be read back below. Minister Jetten's response is expected soon.
VVD
The deployment of batteries can alleviate the situation. Can the minister commit to getting started on the rollout of storage? Can the minister also pledge to roll out storage first in areas with grid tightness? In addition, batteries currently fall under the first-come first-serve principle. They are seen as a new customer when in fact they are part of the solution because they provide a lot of extra capacity. What possibilities does the minister see for creating a separate category for batteries?
CDA
The CDA Group requests a response to CDA MP Bontenbal's previously submitted 12-point plan. This plan includes proposals on:
- Enabling cable pooling for the combination of a battery and a wind or solar farm;
- Mandate grid operators to provide insight into the real-time utilization of their electricity grids within five years and, where necessary, mandate that transformer stations be fitted with meters, after which this data will be actively released to the market so that market participants can capitalize on opportunities to avoid grid congestion;
- Have the central government give more attention to renewable gases and renewable heat in subsidizing renewable energy sources;
- Make room in laws and regulations for new forms of contracts for connected parties to the electricity grid, such as non-firm ATOs;
- If the producer tariff is not introduced, also exclude batteries from paying transmission charges and consider them as generators rather than consumers;
- Encouraging solar farms and wind farms in combination with battery storage through the SDE++, whereby not the maximum capacity of the installation is contracted to grid capacity but a substantially lower capacity, so that these connections are better utilized;
GreenLeft
The GreenLeft Group would like to see co-governments be able to co-decide on connections to the electricity grid. In this way, capacity can be deployed in the most socially desirable way. How can power generated by renewable energy projects be encouraged to be used locally so that the national grid can be relieved? What role can storage play in this? How can batteries be deployed to relieve grid capacity and how can this be encouraged through regulation?
Christian Union
Members of the Christian Union Group believe that storage, both large- and small-scale, will need to play a major role in combating grid congestion. The scaling up of home batteries is still in the research phase. When does the minister plan to come up with concrete proposals on this? Can the minister develop a separate connection and transmission agreement for batteries? In areas with grid congestion, batteries cannot be adequately deployed now because they have yet to apply for a normal connection to the grid. Moreover, the fact that batteries are now seen as consumers causes full transmission charges to be paid. Can the minister adjust the system of transmission tariffs so that no tariff has to be paid when a battery contributes to the relief of the energy grid? In fact, storage in the form of batteries in front of the meter is now counted twice in network operators' calculations, both on the off-take side and on the input side. Can the minister adjust this? The first-come-first-serve principle also gets in the way of connecting batteries. Can the minister ensure that batteries that play a role in relieving the grid at peak load do not have to wait for a connection, for example by creating a separate category?
In addition, what steps can the minister take to make a single connection for solar, wind and storage the new starting point? For example, is a standard contract already in place, as recommended by CE Delft in the report 'Tipping point for large-scale battery storage'? Can energy storage also be added in the bill article that allows cable pooling for solar and wind energy?
