Ben Voorhorst presents National Network Congestion Action Program

Special Net Congestion Coordinator Ben Voorhorst is today presenting his final report on tackling grid congestion in the Netherlands. This National Network Congestion Action Program calls for various actions, including expanding flexible capacity and increasing central government direction. The report was prepared in cooperation with the national government, decentralized authorities, grid operators and various industry associations.

Having previously explored solutions to the problems in Brabant and Limburg, Voorhorst has been working on the present plan for the past several months. The program focuses on three main goals:

  • Faster construction - faster realization of grid extensions: Approach in which various projects in an area are driven in conjunction by provinces, state, municipalities and grid operators.
  • Strong steering - steering for better utilization of the grid: With regulations, contract forms, grid tariffs, etc. By ACM, grid operators, State in consultation with grid users.
  • Increase flexible capacity - public-private actions for smart solutions: Industries and businesses are developing and exploiting flexible energy use. By grid users, grid operators, state, provinces, municipalities and ACM.

Among these goals, concrete actions for storage are identified, including the establishment of an own tariff and enabling Cable Pooling with Storage. Energy Storage NL has joined the working groups to further shape their implementation.
