PGS 37-2 safety framework for storage of lithium-containing energy carriers published

The PGS37-1 is this summer published, a guideline for lithium-containing energy carriers. Published in November 2023, PGS37-2 covers the storage of these lithium-containing energy carriers.

Background and risks

Lithium-ion batteries and accumulators are storage devices used for personal applications (in phones, laptops, e-bikes, household appliances), in vehicles (all-electric or hybrid), for e-vessels on inland waterways and, in the future, marine shipping.

The storage of lithium-ion batteries and accumulators is booming and has several risks. What most have in common is that they can become unstable with overcharging, deep discharging, high as well as low temperatures, and impact or shock. At worst, this can lead to short circuits, thermal runaway and fires that release highly toxic pyrolysis products. The extinguishing process produces corrosive and toxic extinguishing water whereby deployed fire department personnel, other responders, bystanders and occupants may be exposed.

In addition, a Circular on risk management of lithium-ion energy carriers has been published in the Government Gazette.

Next steps

The final draft of PGS 37-2 was published in November 2023. Now that the PGS has been adopted by the PGS Steering Committee and published, it can then be approved by the Administrative Environment Board (BOb). This is expected to take place in the fall of 2023. The intention is to subsequently designate PGS 37-2 in the Decree on activities in the living environment (Bal). How industry and governments can use PGS 37-2 in the period until it is designated in the Bal can be found on the website of the Information Point Living Environment (IPLO): Anticipating future PGS guidelines.

In the period until approval by the BOb, PGS 37-2 can already be applied. The content of the guideline will no longer change.
