Minister Jetten wants to make Cable Pooling with Storage legal
Outgoing Minister Jetten earlier this week sent a bill of amendment to the House of Representatives that will allow the sharing of a single grid connection for solar, wind and energy storage, also known as Cable Pooling with Storage (CPO). The bill of amendment will be included in the legislative process of the new Energy Act, which is likely to be debated by the Lower House in April.
By sharing solar, wind and energy storage behind one grid connection, space on the power grid is used more efficiently. Hence, Energy Storage NL together with Invest NL and Ventolines developed a model agreement for Cable Pooling with Storage in 2021, click here to view the agreement. The model agreement contains all the relevant provisions that make this form of contract possible. For example, the agreement contains provisions on project realization, fees, the relationship with the grid operator, metering, program responsibility, plant feed-back, financing and liability. Until now, however, this form of contract has not been legally recognized. This is now changing with this letter of amendment.
Energy Storage NL sees Cable Pooling with Storage as an important measure to address grid scarcity. It is also for this reason that the industry association sees making Cable Pooling with Storage legally possible as one of the top priorities in the National Energy Storage Action Plan 2023 has appointed. The industry association is therefore pleased that outgoing Minister Jetten is now coming up with this amendment to the Energy Act and calls on the House of Representatives to deal with the bill quickly.
