ACM continues work on feed-in tariff

The Authority Consumer and Market (ACM) has published an investigation into different tariff structures for feed-in. The idea is that rising grid costs can thus be distributed more fairly and customers benefit. The study, conducted by CE Delft, confirms that with a producer tariff there is more cost reflectivity. At the same time, the fear is that the savings for customers will ultimately be limited, because producers will incorporate the tariffs in their selling prices and will also invest less in new installations.

In a parallel study, commissioned by Energie Nederland, research firm Aurora argues that the business case for batteries may also deteriorate further in the long term due to decreasing volatility in energy supply. In the short term, for storage the main issue is that the cost of offtake is a multiple of the cost of production - in the way currently considered by CE Delft - and changes in tariffs are dwarfed by other annual uncertainties.

ESNL is not in favor of the producer tariff because it creates additional uncertainty in the market, introduces administrative burdens and the social savings seem limited. ESNL continues to consult with the ACM, grid operators and other stakeholders to improve the position of storage in the tariff structure.
