Energy Storage NL in conversation with Minister Sophie Hermans
Energy Storage NL met today with Minister Hermans of Climate and Green Growth. In a positive conversation, we discussed in particular how we can jointly accelerate energy storage in the Netherlands and what preconditions are necessary for this. To accelerate energy storage, Energy Storage NL sees three preconditions that should provide clarity to the Dutch energy storage market
For example, there have been calls for more national government guidance on the necessary amount of energy storage in 2030 and 2050. ESNL considers it very important to have a national target for energy storage or overarching flexibility. This will provide certainty to the importance of storage in the energy system for financiers, governments, grid operators and developers. Ultimately, an overarching policy strategy is needed to guide this national storage target. This can look in more detail at the desired storage locations, incentives and preconditions for incorporation.
In addition, ESNL has advocated for a level playing field. Although the ATR-85 is releasing the first storage projects, rising transportation rates are a growing problem for a profitable business case. With an exemption on transportation rates in foreign countries, ESNL is seeing developers and financiers divert to Germany and Belgium. This ultimately comes at the expense of the benefits that storage can provide to society and grid operators, which was previously calculated by Kalavasta.
Finally, ESNL sees delays in the rollout of storage due to lack of clarity about locations and permits. In discussions with developers and local authorities, it emerges that more clarity is desired around available energy storage space at station level from Tennet and the regional grid operators. A national process, including clear criteria, is additionally needed for provinces and municipalities to base licensing on.
All of these points are reflected in the position paper below, which ESNL presented to Minister Hermans.
