In the House letter Net congestion informed the Ministry of KGG that from the second quarter of 2025, a subsidy scheme will be established for increasing flexible electricity consumption in companies. There will be subsidies for three types of measures:
- A Exploratory flexibility scan offers business owners insight into their energy use and opportunities for flexible use.
- A Design for process flexibility provides insight into the technical feasibility and required investment of concrete measures for flexible use.
- Realizing flexibility measures provides subsidies on capital expenditures (CAPEX) to realize measures in practice. Examples of flexibility measures include various forms of energy storage (including batteries, heat buffers), energy conversion (including heat pumps), and measurement and control technology.
€55 million is available for this scheme, as an elaboration of the amendment to the EZK budget which was adopted in October 2023.
Energy Storage NL is pleased that this regulation is coming and has also provided input on its consultation. Among other things, it argued for adjustments in the definition of the target group and grounds for rejection to give heat storage in particular a better chance.
