Chamber asks ACM to look at feed-in tariff for storage
In the two-minute debate on grid congestion and energy infrastructure, MP Grinwis (CU) has just tabled a motion calling on the minister to ask the ACM whether energy storage qualifies as an "importer.
As a rationale, Grinwis indicated that batteries can play an important role in creating a stable, affordable and independent energy system. In doing so, he noted that an uneven playing field exists internationally around batteries and transmission tariffs. As an example, he cited the situation in the United Kingdom, where batteries are considered importers and therefore a reduced transmission tariff is possible.
Since the ACM is currently investigating whether an input tariff can be introduced in the Netherlands, Grinwis considers this a logical time to consider whether batteries can fall within this input category. The minister is therefore requested to ask the ACM to explore whether storage can qualify as generation, so that an input tariff can be applied in the future. In addition, Grinwis asks the minister to inform the House of Representatives about the outcome by September 1, 2025.
Furthermore, through a motion, Member of Parliament Grinwis requested the minister, together with TenneT and regional grid operators, to map out suitable storage locations as accurately as possible and, based on this information, to enter into discussions with municipalities and provinces in order to realize spatial planning issues around storage and the associated licensing. According to Grinwis, this motion is necessary because there is currently much uncertainty about suitable storage sites, leading to a standstill in permitting in some regions and municipalities. The submitted motion aims to address and improve this situation.
The minister indicated that both motions will receive the "judgment of the House. He noted that the motion on the feed-in tariff will be included in the ACM's study, although this will take longer than Sept. 1. The vote on the motions will take place on Tuesday.
