'Block power' to be requested from regional grid operators
Alternative transportation rights
In July 2024, the ACM in the code decision Alternative Transportation Rights introduced the time-based transmission right (TBTR) for parties connected to the grid of the regional grid operators. This entitles the connected party to transport within time frames agreed with the grid operator. Since April 1 this year, it has been possible to apply for the TBTR at Enexis, Stedin and Alliander under the name 'Blokstroom'.
Time blocks
In a press release the three regional grid operators have announced that although implementation has been delayed, it is still possible to express interest in Blokstroom. On the basis of that interest, the grid operators look at what offer can be made for each situation. The starting point is now that applicants will receive transport capacity for the night block from 00:00 to 06:00, because for that time block the grid operators have the greatest guarantee of available space in their grids. This time block is defined in advance by the grid operator, depending on the local grid situation. Based on this time block, the kW contract is adjusted proportionally.
Gaining experience
Block power may be particularly interesting for co-located batteries with wind or solar, and for behind-the-meter storage at businesses in areas of off-take congestion. To accelerate implementation, it is important to increase interest in this product among grid operators make known and explore the possibilities.
ESNL is pleased that regional grid operators are also taking steps to increase the deployment of storage in their grids, calling for further steps to continue to be taken by building on TenneT's time-delayed transmission right (TDTR) as well.
