Permitting energy storage requires clear policy framework

Recent research by Energy Storage NL (ESNL) sheds light on the industry's challenges with permit applications for energy storage projects in the Netherlands. Depending on the location, developers have varying experiences with the application process. However, a survey of ESNL members reveals a number of common bottlenecks when making an application. 

Local agencies are searching

Responses from companies revealed that municipalities and local authorities are often searching when evaluating applications. Turnaround times are a stumbling block in this regard for developers of energy storage systems. Depending on the location, they range from 6 to 12 months or even longer. Uncertainty about the process and inconsistent application of guidelines also complicate the realization of more flexible assets.

ESNL advocates for a unified policy framework to address these challenges. This includes clear national guidelines for strategic site selection, awareness among municipalities about the value of flexibility, and the establishment of an expert group for structured knowledge exchange among stakeholders. Compliance with the PGS 37, use of previous projects as references and attention to spatial aspects are also crucial.

Clear and consistent criteria essential

The goal of a policy framework should be to establish a consistent and streamlined permit process to facilitate the growth of renewable energy storage in the Netherlands. ESNL therefore makes 8 recommendations to national politics, municipalities and provinces to help set up an effective application process. These include aspects such as safety, spatial integration, noise and connection to the electricity grid. The recommendations are as concrete as possible and build on existing regulations, such as the PGS 37 and BRZO guidelines.
